The are four basic reasons why fish kill occurred in Batangas and Pangasinan.
1) The lack of oxygen due to climate change. A very hot weather followed by sudden storm and hot weather again. Even humans are suffering from colds and fever due to err climate. 
2) The overcrowding of fish in a cage. On year 2009, the number of fish cages were over 14,000. The number were too crowded so the authorities trimmed it down to 7,000 cages only. The trimming is still on going until the number is down just to 6,000 cages. However businessmen are enlarging the capacity of their remaining cages to compensate for the loss. A ten by ten meters cage with the capacity of 15 to 20 thousand fish can be enlarge by extending it downward even if the recommended depth is only five meters. The result will be lack of oxygen and eventually fish kill.
Protected Areas and Management Bureau (PAMB) admitted that their limited work force cannot inspect the fish load of over 7000 fish cages around Taal Lake. Besides there is no law that will punish fish overcrowding. Under National Integrated Protected Areas System (NIPAS) Act, building fish cages without permit is illegal but it does not specify any load capacity.
A great solution is the installation of aerator. A fish cage owner who aerate his pen regularly did not suffer from fish kill. The aeration is done by water pump.
3) Another possible cause is the emission of sulfur compounds due to volcanic activity.
4) A superstition. An old woman was begging for some fish but the fisherman refused. The old woman got really angry and cursed the lake.

5) Too many fish cages block the natural flow of water in Kakiputan Channel, Pangasinan and Taal Lake, Batangas. Capitalists are starting to remove some fish pens.

The real reason for fish kill was the over greediness of capitalists. The recommended capacity of a common fish cage is 30 to 50 thousand but most of merchants did overstocking – over 100 thousand fish per cage. Their greediness resulted to tragedy instead of good income.
There are also many illegal fish cages. Cages with permits are only 6,000 in Taal Lake but the real number is 12,000.
Fish cages are not allowed in Kakiputan Channel but there are many fish cages there.
Fish pen operators who did overstocking will result to permit cancellation. Illegal cages operators will be penalized with six years imprisonment and fine of 500 thousand pesos.

Task Force Taal Lake began to remove all the illegal fish cages. All bamboo materials are destroyed while metals are cut into pieces with acetylene.
The target towns are Talisay, Laurel, Agoncillo and San Nicolas. The most affected lives are the small merchants. They have no other source of income.
All fish cages with expired permit were also removed.
After trimming down to 6000 cages, The task force will also inspect over-sized pens. Every fish pen should be ten by ten meters and with a depth of six meters. All non conformance will result to permit cancellation and removal of pen.

There are piggeries around Taal Lake. Reports stated that waste materials of those piggeries are being dumped to lake.
Several resorts around lake might also contributed to this case.

50 % of fish cages in Batangas are illegal, allowable number of fish in a cage are doubled
Putting fish cages/pens in front of Kakiputan channel in Pangasinan is prohibited
Now the question is “why these things exist for long time w/o no one got penalized?

Hi. Can you help find a benchmark information as to water quality parameters before the mushrooming of fish cages in Taal Lake? It is with no doubt that the water quality quality in the lake is deteriorating to the point that it became almost anoxic but how much changes in quantifiable terms? Also, do you have idea on the feeds and the feeding management employed by cage workers? Thanks…..
I have no further information about you inquiry. The water was probably analyzed after the fish kill. The Bureau of Fisheries and Aquatic Resources might have information. I heard on TV that they are monitoring the Taal lake regularly. Perhaps visiting their websiste http://www.bfar.gov.ph/ or going to their local Batangas office will help.
